The Anti-Red Tape Act of 2007 was passed in response to an urgent need to establish an effective system that will eliminate bureaucratic red tape, avert graft and corrupt practices. It aims to maintain honesty and integrity in the public service and shall take positive and effective measure against graft and corruption. The Citizens Charter is a tool that will serve as a guideline in the conduct of employees’ duty. It aims to promote transparency and efficiency in the Government with regard to the manner of transacting to the public by simplifying frontline procedures. Every transaction should be treated with equal importance, efficiency and priority. For the MCS Citizen’s Charter to succeed, it will need the cooperation of our employees in its implementation and the support of the Civil Service Commission as a monitoring agency.
